  • Overview

    The AVP State and Federal Examinations is responsible for providing leadership and direction to the Regulatory Compliance teams. This team member is responsible for the leading federal examinations as well as the administration of regulatory compliance self-assessments, Corporate Finance securitization audits, and oversight of state examinations and responses to regulatory inquiries concerning both state and federal regulatory compliance.  The AVP will promote team member integrity, ethical compliance, and build upon our established culture. The AVP will have contact and interaction with all levels of management and departments across the organization as well as external customers, auditors, and/or state examiners.

    Responsibilities

    JOB DUTIES:

    • Understand, communicate, and commit to the organization's vision, goals, and strategies.
    • Assess business processes and make proactive recommendations to mitigate compliance risk and identify monitoring and reporting needs when business, system, or regulatory changes go into effect.
    • Maintain discretion when disseminating critical and/or confidential information while ensuring appropriate parties are informed.  
    • Analyze complex issues, apply financial analysis, and use sound judgment to make strategic decisions to promote regulatory compliance goals and objectives.
    • Monitor regulatory compliance performance using key information, processes and systems to ensure accountability for achieving regulatory compliance.
    • Foster and champion an environment that promotes trust, continuous improvement, innovation, quality outcomes and self-development.
    • Align compliance priorities to that of the organization and realign strategic direction when appropriate.
    • Foster open communication, that welcomes information sharing, seeks input from others and values diverse viewpoints.
    • Coach, mentor and train team members to establish a consistent level of quality, accuracy, accountability concerning regulatory compliance.
    • Build relationships across the organization, while leveraging individual and cultural diversity to assist in achieving business goals and objectives.
    • Monitor implementation of new and revised compliance procedures.

     

    OTHER IMPORTANT DUTIES:

    REPORTING RELATIONSHIP:

    Reports to: VP External Regulatory Affairs and Examinations

    Direct Reports: Regulatory Compliance Leaders, Regulatory Compliance Analysts,

    Qualifications

    Knowledge:     

    • Advanced knowledge of automobile finance / financial institution core business functions, policies and procedures.
    • Advanced knowledge of regulatory compliance of applicable state and federal lending laws.
    • Proficient in the use of basic computer functions and Microsoft applications.
    • Advanced knowledge of automobile finance / financial institution reporting tools and systems such as Cognos, Systems of Record, , General Ledger and Oracle.
    • Expert knowledge of state and federal (i.e. CFPB, FTC, FCRA, ECOA, GLB) regulatory requirements as it relates to motor vehicle retail installment contract originations, leasing, servicing, and collections.

    Experience:       

    • Bachelor's degree in a related field is preferred or equivalent experience required.
    • 7+ years’ work experience in finance, lending or related industry required. Proven record and extensive background in consumer finance industry, auto finance preferable. Experience in dealing with multiple business units and diverse employee population.
    • 3+ years previous supervisory experience required.
    • Experience supporting senior level management in a corporate environment preferred.
    • Experience developing executive level reports and presenting in front of senior and executive management.
    • Vehicle Finance State and Federal regulatory knowledge required.
