Overview

The Recruiter II is responsible for partnering with Recruiting leadership, HR Partners and Hiring Managers to execute a staffing strategy to include full life cycle recruiting, assisting in the development and execution of a broad based sourcing strategy, ultimately delivering a viable talent pipeline for the business. The Recruiter II will develop and execute a plan to meet hiring requirements by evaluating, interviewing and presenting qualified candidates to hiring managers and also provide regular updates throughout the process to ensure candidate decisions are made timely. This role extends and negotiates employment offers with candidates by selling the company and the position and completes the pre-employment process according to recruiting guidelines. The emphasis of the Recruiter II will be that of exempt and non-exempt positions, and will assist all facets of recruitment and complete special projects, as needed.

Responsibilities

JOB DUTIES:

  • Participate in the development and execution of comprehensive sourcing strategies and conduct candidate sourcing for assigned roles in functional area by leveraging multiple sourcing channels to identify and attract top talent.
  • Understand the hiring need and build targeted sourcing plans, managing the hiring manager’s expectations along the way.
  • Proactively search for, identify, network with and directly contact active and passive job seekers, both internally and externally, for vacancies. Sourcing the best candidates using a variety of channels that are aligned to and effectively communicate the employment brand.
  • Meet defined recruiting metrics for quality, cost, cycle time, diversity and compliance/risk all while providing a world class recruitment experience for candidates and business partners throughout the hiring process.
  • Support plan execution to meet class hiring dates by evaluating employment qualifications such as job experience, education and training, skills, and knowledge and abilities for non-exempt positions through resume/profile review and phone screening as appropriate.
  • With minimal guidance, extend employment offers with candidates and complete the pre-employment process according to the recruiting guidelines.
  • Participation in special projects to enhance and improve the Recruiting department’s functions.
  • Participate in University recruitment activities as needed.

Reports to: Recruiting Supervisor/Recruiting Manager

Qualifications

Knowledge

  • Complete understanding of the recruitment, pre-employment and post-employment process.
  • Should have working knowledge of statutory regulations pertaining to recruiting, such as, but not limited to, anti-discrimination laws, pre-employment screenings, interview techniques/limitations, and special accommodations related to the position.
  • Ability to interpret job descriptions as they relate to salary structures within the organization.
  • Complete understanding of individual hiring manager’s expectations of the recruitment process to include: job requirements, desired job posting locations, salary structure, required managers to be involved in the interview process and the date the position is expected to be filled.
  • Complete understanding of the GM Financial pre-employment process, policies and procedures, and benefits package is required.

  • Familiar with behavioral based interviewing techniques and strategies.
  • Demonstrated ability to function/recruit on a national, multi-location level.
  • Ability to handle sensitive and confidential information appropriately.
  • Knowledge of applicant tracking systems (ATS); posting open requisitions, tracking candidate activity and maintaining compliance with required data fields.
  • Strong technical aptitude; ability to navigate multiple systems such as the Google platform and all social sourcing tools in addition to Windows operating systems, Microsoft Word, Excel, PowerPoint and Access.

Experience

  • Should have a minimum of 3 – 5 years of full life-cycle recruiting experience as a recruiter, preferably with a strong background in high volume recruiting.
  • Experience with developing and executing sourcing strategies.
  • Experience deploying, administering and interpreting various assessment tools a plus.
  • Strong background in high volume recruiting.
  • Professional level recruiting experiences a plus.
  • Bachelor's degree in business / related field or equivalent experience preferred.      

WORK CONDITION:

  • Office environments to include corporate headquarters and call centers.
  • Subject to stressful situations arising from timelines, and management of multiple requisitions.
  • Must be able to travel by car or by plane with overnight stays.
  • Work extended hours.
